About Leslie.

Strategic Local Government Leader | Former CAO | Community Builder
Expert in Economic Development, Governance, and Place Making

I’m a community builder and local government leader driven by the belief that sustainable growth begins with collaboration, vision, and practical action. A lifelong resident of Clearwater, BC, I’ve dedicated over a decade to serving my community—as Chief Administrative Officer, Corporate Officer, and Economic Development Officer—leading strategic initiatives that turned local potential into measurable progress.

Throughout my tenure, I directed major capital and community projects focused on placemaking, economic resilience, and livability. This included attracting and retaining new businesses, securing millions in grant funding, and launching award-winning programs in active transportation, recreation, and inclusive community design.

Beyond Clearwater, I’ve supported municipalities across British Columbia:

Interim Chief Administrative Officer / Municipal Advisor | Various BC Municipalities | [2021-2024]

  • Interim CAO—District of Lake Country, Village of McBride, Village of Lytton.

  • CAO Mentor—Village of Lytton, Village of Silverton

  • Reviews—conducted service & compensation reviews for Lumby and New Hazelton.

  • Delivered governance modernization, policy development, and operational recovery initiatives across small and mid-sized municipalities

I view leadership as service—both professionally and personally. I’ve been actively involved as a volunteer in strengthening governance and community well-being through organizations such as Yellowhead Community Services, Wells Gray Community Forest Society, Chamber of Commerce, and United Way—Kamloops Thompson Cariboo and with Simpcw First Nation on Council’s Finance Committee.

In every role, I bring analytical leadership, strategic foresight, and a deep commitment to governance excellence and community resilience.
